The mandatory diagnostics

THE THERMAL FLATS :

Beginning August 25, 2022, the Climate and Resilience Act prohibits rent increases between tenancies for energy-inefficient units rated F or G.

Whether the zones are tense or not, no lessor will be able to escape the penalty, unless he carries out work to make the accommodation decent.

METHOD OF CALCULATION :

The on-bill method is over, only the conventional 3CL method remains valid! It is based on an analysis of the characteristics of the building and now takes into account the energy consumption related to the five energy uses of the dwelling:

  • Heating
  • Eau chaude sanitaire
  • Domestic hot water
  • Lighting
  • Auxiliaries (VMC,...)

VALIDITY PERIOD OF THE DIAGNOSES :

  • The DPE made after July 1, 2021 are enforceable and valid for 10 years. If energy renovation work is carried out during the validity period, a new diagnosis will be required once the work is completed.
  • The ECDs carried out before July 1st are not opposable but their validity period is modified:
    • If the energy diagnosis was performed between January 1, 2013 and December 31, 2017, then the DPE is valid until December 31, 2022.
    • If the energy diagnosis was performed between January 1, 2018 and June 30, 2021, the ECD is valid until December 31, 2024.

SIMPLIFIED DPE :

The ECD 2022 includes:

  • The energy consumption label
  • Greenhouse gas emission rate label
  • Essential housing information
  • The estimate of the energy bill and the detailed cost per energy use of the building.

Small plus: The diagnostician can make recommendations on possible work and the use of the equipment present.
